Prime Minister Phạm Minh Chính: Petrovietnam strives to enter the Top 5 enterprises in the region
On the morning of August 3, Politburo Member, Secretary of the Government Party Committee, and Prime Minister Phạm Minh Chính attended the 4th Congress of the Party Committee of the Vietnam National Energy and Industry Group (Petrovietnam) for the 2025–2030 term.
The Prime Minister assessed the Group’s achievements with nine highlights, contributing to ensuring national energy security, food security, economic security, social security, and the sovereignty and security of the nation’s seas and islands.
The 4th Congress of the Party Committee of the Vietnam National Energy and Industry Group (Petrovietnam) for the 2025–2030 term, with the participation of 238 official delegates representing nearly 14,000 Party members across the entire Party Committee, focused on reviewing the implementation of the 3rd Congress Resolution for the 2020–2025 term and determining the direction, goals, tasks, and solutions for the 2025–2030 term; discussing and giving feedback on the draft documents for the 14th National Party Congress and the Political Report of the 1st Congress of the Government Party Committee for the 2025–2030 term; and electing the Executive Committee of the Group Party Committee for the 4th term.
The Congress evaluated the 2020–2025 term as a particularly successful term for the Petrovietnam Party Committee. The Party Committee led, directed, and organized efforts for the Group to overcome unprecedented challenges such as the “dual crisis” caused by the COVID-19 pandemic and severe declines in oil prices; extreme weather events; global supply chain disruptions; and geopolitical instability; as well as to resolve long-standing issues inherited from previous terms.
The Party Committee led the Group to successfully complete all 12/12 targets of the 3rd Congress Resolution, with many indicators far exceeding the plan. Total revenue increased by an average of 14.5% per year, surpassing the plan by 383%; pre-tax profit increased by an average of 32.7% per year, exceeding 1,535%; and state budget contributions exceeded 64%.
In 2024, Petrovietnam surpassed VND 1 quadrillion (one million billion) in revenue for the first time—affirming the Group’s capability, resilience, and role as a financial pillar of the national economy.
The Group supplies over 75% of the country’s demand for petroleum products; over 73% of urea fertilizer; over 75% of the LPG market; and 10% of total national electricity output, playing a central role in the essential energy supply chain of the country.

Alongside business operations, social welfare activities were actively carried out, with more than VND 3,569 billion in support, construction of 10,262 gratitude houses, planting of 1.2 million new trees, donation of 25,700 units of blood, and the implementation of numerous community programs—clearly demonstrating the Group’s responsibility as a national enterprise serving the people.
With the political determination of “One team – One goal,” the Congress identified the theme for the 2025–2030 term as:
“Promoting heroic traditions; building a comprehensively strong Party Committee; developing a Group with strong capabilities, modern governance, high competitiveness, pioneering in energy transition and sustainable green growth.”
The Congress also established 13 groups of key tasks and solutions along with 11 specific target groups. Among these, corporate governance and business management are the central solutions; scientific and technological development, innovation, and digital transformation are breakthrough solutions; aiming toward the synchronous development of three strategic pillars: energy – industry – high-quality technical services; forming an integrated energy–industry ecosystem, leading the market, and playing a central role in the national energy transition.
On behalf of the Party and State leadership, the Government Party Committee, and the Government, Prime Minister Phạm Minh Chính delivered congratulations and directives at the Congress. He emphasized the achievements of the Party Committee and Petrovietnam as a whole through nine highlights:
“converging will; elevated knowledge; added value; extensive cooperation; spreading trust; warrior spirit; profound humanity; aspiration to rise; aspiration for a bright future.”
The Prime Minister stated that since the beginning of the term, the country has faced both favorable opportunities and intertwined difficulties and challenges—with difficulties and challenges being more dominant.
In this context, the Group’s Party Committee and its entire staff and workforce have made extraordinary efforts, acted decisively, continuously renewed and innovated, expanded and improved the quality and efficiency of business operations, and achieved many important, comprehensive, and outstanding results across all areas.
The Group fully completed and exceeded all 12/12 targets of the Resolution of the 3rd Congress, especially in restructuring, effective model transformation, restoring confidence, and opening new prospects; effectively implementing the Party’s and State’s guidelines and policies; proactively contributing to the reform and improvement of institutions, mechanisms, and policies for energy development in general and the oil and gas industry in particular; focusing on renewing governance models, enhancing operational efficiency, expanding operations, and pioneering in science and technology, innovation, and new energy development.
The Group has prioritized building a strong Party organization in terms of politics, ideology, ethics, structure, and personnel; successfully transitioning from the Vietnam National Oil and Gas Group to the Vietnam National Energy and Industry Group; building a rich humanistic corporate culture, surpassing its own limits, daring to think and daring to act.

The Prime Minister acknowledged, appreciated, and warmly commended the great efforts and important achievements of the Party Committee, generations of leaders, staff, and workers of the Group, which have contributed significantly to the rapid and sustainable development of the country, helping to ensure the “Five Securities”: energy security, food security, economic security, social security, and sovereignty security over the nation’s seas and islands.
The Prime Minister highlighted the causes and lessons learned from the Group’s successes, highly praising the goals set by the Group’s Party Committee. He expressed his desire for the Group to strive to achieve the goal of entering the Top 7, and even the Top 5 leading enterprises in the region; emphasizing that although this is a difficult goal, “no matter how difficult, we must strive,” in the spirit of “turning the impossible into possible,” and “valuing intellect, valuing time, and making timely, decisive actions.”
The Prime Minister requested the Group to take the lead and be exemplary in developing and applying science, technology, innovation, and digital transformation to advance all three pillars of the Group: energy, industry, and services; to be proactive and active in international integration under Politburo Resolution No. 59; to contribute to promoting private-sector development under Politburo Resolution No. 68; and to continuously innovate thinking and methods, seize opportunities, renew traditional growth drivers and add new ones, enhance work capacity and labor productivity, enabling the Group to effectively transition to new energy sources and strengthen high-quality technical services.
Highlighting the five principles in Party leadership and direction, the Prime Minister reminded that the Group must focus on building a strong Party organization, improving comprehensive leadership capacity and combat strength; continuing to promote studying and following the ideology, ethics, and style of President Hồ Chí Minh; protecting the ideological foundation of the Party; combating internal degradation; and inspiring motivation among every cadre, Party member, and worker.
The national energy–industry group must implement modern, intelligent governance solutions comprehensively; optimize business efficiency; respond flexibly to market fluctuations; and leverage opportunities from global supply chain restructuring to maintain sustainable development goals with double-digit growth in the coming years—contributing to macroeconomic stability, ensuring major economic balances, improving staff and worker living standards, enhancing social welfare, and improving people’s livelihoods.
The Prime Minister instructed the Group to closely follow and effectively implement major resolutions, policies, and strategies of the Party and State, requiring the Group to ensure “clear thinking, thorough planning, decisive action; completing each task fully and effectively”; and applying the principles of “Six Clarities: clear person, clear task, clear responsibility, clear authority, clear timeline, clear results”; “Three Benefits: benefit to the country, benefit to the people, benefit to the enterprise”; and “Two No’s: no personal motive, corruption, or negativity; and no loss or waste of assets.”
Directing the Congress to promote democracy and wisdom, the Prime Minister encouraged continued discussion and analysis to deepen the contents of the draft documents of the Group’s Party Committee; as well as contributing feedback to the draft documents of the 14th National Party Congress and the Government Party Committee Congress. He requested that delegates uphold responsibility, democracy, fairness, and objectivity in selecting qualified, deserving Party members to represent the will, aspirations, and intellect of the Group’s Party Committee.

The Prime Minister stated that the success of the 4th Congress of the Vietnam National Energy and Industry Group Party Committee will create strong momentum for the Group to rise even further; achieving results better each year and each term; contributing significantly to the industrialization and modernization of the country; developing an independent, self-reliant national economy associated with comprehensive, deep international integration; fulfilling its pioneering role in national energy security and sustainable marine economic development, and contributing to firmly protecting the sacred sovereignty of the nation’s seas and islands.
The Prime Minister expressed his hope that the Group’s Party Committee will continue to lead and direct the entire Vietnam National Energy and Industry Group to preserve and strengthen unity—one team, one goal; to uphold determination, responsibility, aspiration, and decisive, effective action—to generate collective strength and achieve the goals and tasks set forth—from each cadre and Party member, each subordinate Party cell, to the entire Party Committee of the Group—“unified from top to bottom, aligned from end to end,” turning unity into a powerful internal resource and a solid foundation for the fast, sustainable, and effective development of the Group in the new stage of the country’s growth.
Emphasizing the spirit: “When the Party has directed, the Government has agreed, the National Assembly has supported, and the people endorse—then we only discuss how to do it, not whether to do it,” the Prime Minister expressed his confidence that the Group will make worthy contributions as the whole nation enters a new era of prosperous and civilized development; successfully fulfilling the two strategic tasks of safeguarding national independence and bringing well-being and happiness to the people; successfully achieving the two centennial goals in 2030 and 2045; enabling Vietnam to stand alongside major powers of the five continents; and contributing to peace, stability, cooperation, and development in the region and the world.
